Resident gets even with noisy neighbor for using his leaf-blower during quiet hours by parking their truck in front of his home: 'He's been doing this for 15 years'

    We live in a neighborhood that has a lovely and thick tree canopy. Homeowners place the fallen leaves on the tree lawn for weekly leaf pickup by the City.
  • The neighbor across the street is very particular and meticulous about his yard - so much so that he uses his blower three times a day to clear the debris from his driveway - every day of the year.
  • Every. Damn. Day. Other neighbors have asked that he only perform the work during non-quiet hours established by the City. He doesn't care - he blows until his heart's content.
  • He does other mildly infuriating things to his next-door neighbors, such as trespassing on their property to trim branches without permission, or
  • handing out 10% off coupons for his business instead of Halloween candy. He's been doing this for 15 years. In the few times we've interacted, he has been so arrogant and off-putting that I've ended each conversation politely, but quickly.
  • This past weekend had great weather for working outdoors, and by this morning, everyone had huge piles of leaves on the tree lawn, waiting for the weekly leaf pickup. My husband was on a job site this weekend, and
  • randomly brought home an almost-new washer and dryer in his truck that the homeowner at the job was getting rid of.
  • Husband didn't have time to take the appliances off the truck this morning, so he took another car to work. Before he left, he parked his truck in front of the persnickety neighbor's house with the appliances in the truck
  • bed, blocking access to the leaves on tree lawn for when the city comes for pickup. I have keys to the truck and can easily move it back into our driveway, but I'm in "meetings all day" and may not have time to move the truck in time.
  • He will have to wait a whole week for the City to come back and pick up the leaves, by which time the wind will blow them back onto his lawn.
